It maps the journey of a public policy across three main areas: the problem-setting<\/strong> (how public problems emerge and reach the political agenda, and how they should be investigated and framed), the policy objectives<\/strong> (where political ambition, strategies and big decisions are expressed), and the policy solutions<\/strong> (where options are explored and policies are prototyped and tested).<\/p>\n Importantly, the PDJ does not describe how policymaking works today. It is a wishful \u2013 yet pragmatic and hopefully credible \u2013 view of how policies could be designed if design were better integrated into the policymaking process, alongside its friend-disciplines of foresight, evaluation and behavioral science. Design is not presented as a panacea, but as one useful contributor among others.<\/p>\n The core message of the PDJ is that policymaking is not a linear pipeline but a navigation. The three areas are not impermeable pipes or isolated canals: one passes seamlessly from one to another, goes back to previous waypoints, navigates back and forth, takes detours and new routes depending on windows of opportunity, needs, capacities and time. The journey is also exposed to unpredictable disruptions \u2013 budget cuts, political changes, conflicts, media storms, citizens’ protests \u2013 which may force the ‘captain of the ship’ to change route and adapt, whether he\/she likes it or not.<\/p>\n At each stage, the model highlights where and how design can contribute: investigating problems on the field, listening to users and stakeholders, reframing problems from the right angle, and testing policy solutions before implementing them. This matters because policies often fail not because they are bad policies, but because they tackle the wrong problem \u2013 or the right problem from the wrong angle.<\/p>\n The PDJ is not a handbook or manual for policymaking. It is a reflective tool. It can help a team in charge of a policy to organize and plan its work, consider the multiple options, routes and choices ahead, and anticipate possible detours or disruptions.
